Axión and Cellnex will provide mobile communications services for security and emergency response to the Regional Government of Andalusia through the roll-out of a new digital network

18 November 2022

The new network will provide coverage of over 99% across Andalusia, including advanced features for user safety, such as real-time monitoring of biometric parameters.

Last October, the joint venture formed by Axión and Tradia (a Cellnex group company) signed a contract with the Andalusian Digital Agency for the supply, installation and commissioning, as well as the operation and maintenance services, of the digital emergency network for the Andalusian Regional Government.

Thanks to this significant milestone, the autonomous community will have a comprehensive regional radio communications network for emergencies, which will benefit the Plan Infoca unit, dedicated to fighting forest fires; Emergencias 112 de Andalucía; the Public Health Emergency Service (EPES), which coordinates the 061 service; and the Regional Police. It will also be used by the teams responsible for operating the ski slopes in Sierra Nevada, and the Hidrosur network, which manages the water catchment areas. Coverage will be provided for particularly sensitive areas such as forests, nature reserves and the surroundings of major events such as the Plan Romero.

The roll-out of this new network ensures coordination between Andalusia’s law enforcement and emergency services to optimise the efficiency of operations; it will also provide the necessary interfaces for interconnection with other existing emergency networks, such as the national network of the Civil Guard, the UME and the National Police, as well as coordination with other networks operated by local authorities and the SCADA data systems of the river basins.

The creation of this new network will involve the deployment of the necessary infrastructure and digital technology, and will capitalise on the synergy resulting from the merger of the two companies, drawing on their extensive network of centres across Andalusia, which are well-suited to ensuring quality and maximum coverage in rural areas, with measures to mitigate power cuts and systems for constant remote monitoring, as well as central nodes for redundancy in the event of disasters, which are also connected to the Regional Government of Andalusia’s own corporate systems via specific applications.

The contract provides for the supply of more than 7,000 portable, fixed and vehicle-mounted communication devices, including fixed control centres and rapid-response mobile units, as well as modem devices for data transmission. These are state-of-the-art terminal devices, featuring the highest level of encryption and advanced functionalities.

The service is further reinforced by a highly critical maintenance operation, with technical and human resources available 24 hours a day, 365 days a year. This includes a specialized technical office, highly qualified field technicians, vehicles equipped for operations in high-mountain environments, as well as dedicated laboratories and customized instrumentation.

In addition, an ambitious transition plan will be implemented to migrate the current services, following a tailored migration protocol from the existing networks to ensure a smooth and effective transition for users.

Axión brings extensive experience in the design, implementation and maintenance of communications networks for law enforcement agencies. For the past 20 years, it has maintained the emergency network for the Regional Ministry of the Presidency, Public Administration and the Interior, which oversees the 112 Emergency Service, Civil Protection, the Attached Police Unit and operations during special events. In addition, it maintains the INFOCA (Environment and Water Agency) system for firefighting, including radio equipment and communications systems, as well as the Provincial Operations Centres and Forest Defence Centres, Watchtowers and Mobile Units.

For its part, Tradia is part of Cellnex Telecom and has extensive experience in the deployment and operation of digital radio communication networks, as well as in the integration of network services into Control Centres serving more than 98,000 users in Spain, notably including the TETRA Security and Emergency Networks of Catalonia (RESCAT), Canal de Isabel II (Madrid), the Valencian Community (COMDES), Galicia (RESGAL), Navarre, the Balearic Islands, Murcia (RADIECARM) and Seville City Council (SECORA).
